The Ministry's firm policy and main concern has been the provision of individualized programs for children with special needs with a view to developing to the maximum their potential and abilities the ultimate aim being the establishment and occupational rehabilitation of these children in the community.

This philosophy, which has been internationally adopted by educational institutions ensures the right for equal educational opportunities, maximized the potential of all children, reduces the possibility of segregation and provides education facilities in a less confined environment. Individualized and systematic educational assistance is offered at the elementary school lever by teams of specialized/assistant teachers attached to these schools, as well as at the level of special schools for children whose needs cannot be met by the ordinary school curricula.

The ministry of Education and Culture will continue its efforts at extending and improving the services offered to children with special needs.
